Shaping local healthcare for universal health coverage
The United Nations Value-Based Healthcare Hub
We facilitate locally-led initiatives that will promote and advance the implementation of value-based healthcare (VBHC) in low- and middle-income and resource-limited settings.
Our aim is to support policy development towards VBHC and related health system changes tailored to local contexts.
What is Value-Based Healthcare?
Value in healthcare is defined as the health outcomes that matter to patients relative to the resources or costs required to deliver those outcomes.
Breast cancer: a critical entry point
Our current projects are focused on breast cancer as a crucial entry point for VBHC.
Breast cancer is the leading cause of non-communicable disease death in women. An estimated 70% of breast cancer admissions require surgical intervention.
In 2022, there were 2.3 million women diagnosed with breast cancer in the world. Addressing gaps in breast cancer diagnosis and surgical treatment outcomes through the VBHC approach has a tremendous potential for impact.
We are working on VBHC in two countries
Türkiye
Türkiye is an upper middle-income country with a population of over 75 million. Like many countries, Türkiye is facing a growing burden of non-communicable disease (NCD) and has implemented the Multisectoral Action Plan of Türkiye for NCDs (2017-2025). It aims for a 25% reduction of overall mortality from NCDs, including cancer.
We are working with local stakeholders in Türkiye towards VBHC interventions in the area of breast cancer surgical care.
Rwanda
Located in East Africa, Rwanda is a landlocked country in the Great Rift Valley with an estimated population of 12.5 million. Rwanda has experienced an increase in the number of cancer cases but has taken action to address the growing need for cancer care through implementation of the National Cancer Control Plan. In 2020, breast cancer was the most prevalent cancer in Rwanda.
We are working with local stakeholders in Rwanda to improve quality of breast cancer surgical care through VBHC approaches.

Sustainable Development Goals?

The long-term goal of value-based healthcare is making society as a whole healthier. The focus on preventing illnesses and providing efficient treatments translates to a population with fewer chronic conditions.

Our approach is focused on improving patient outcomes, ensuring that patients receive the best outcome from their healthcare, while doing so at the most reasonable cost.

We are currently focusing on breast cancer, primarily affecting women and girls. In 2020, breast cancer claimed the lives of 685,000 women. By seeking to understand the patient experience, health professionals can provide more tailored care depending on cultural and gender contexts.

Our approach focuses on low- and middle-income and resource-limited settings. It aims to build local ownership and leadership to drive scalable and sustainable growth.

Our work is driven by public-private partnerships and has been jointly established by UNITAR, the Global Surgery Foundation and Takeda.
